The Municipal Economic Development Advisory Committee (MEDAC) is designed to catalyze
the development of innovative ideas and projects that will enhance the prosperity
of Kings County. It funds non-profit community and industry groups whose applications
demonstrate that they have projects and ideas that meet this goal and have the resources
and support to design and complete their proposed projects.
Please note that we recognize that some projects are more complicated than others
and that some projects will therefore require more information than others. Our
aim is to balance the Municipality’s need to gather sufficient information
for its due diligence and the applicant’s desire for a straightforward process.
You may not need to answer all of the questions on the application form if your
project is uncomplicated; please use you judgment: if we need more information,
we shall request it. If your project is complicated, please be sure to answer all
of the questions so that we do not have to return the application to you.
If you are unsure in this regard, we encourage you to discuss your project idea
with the Municipality of the County of Kings (Municipality) or the Kings Regional
Development Agency (Kings RDA) before submitting an application. The Municipality
and the Kings RDA offer assistance, at no charge. You may contact the Municipality

If you are requesting more than $5,000, your application should be accompanied by:
- documentation of registration with Service Nova Scotia (if registered)
- letters of support from community stakeholders and partners
- letters of commitment or any other funding partners (private, community, government)
- detailed project budget
- professional quotes for any materials and/or contractor/consultant fees
- copies of any applicable permits
- environmental assessment, if applicable
- any other pertinent supporting documents

Applications must to be received at the Municipal office no later than 5:00 p.m.
on the deadline date.
If a deadline date falls on a weekend or holiday, applications must be received
by the Municipal office no later than 5:00 p.m. on the last business day before
the deadline.
Submitting your application early is strongly encouraged; late applications cannot
be considered for funding.
- MEDAC’s purpose is to discover and develop innovative ideas which
will enhance the prosperity of Kings County through local initiatives. It funds
projects which:
• create measurable economic benefits such as employment opportunities,
needed infrastructure , local spending
• create demonstrable social benefits such as building volunteer capacity,
strengthening community networks, managing networking and recreational
events, fostering traditions, sharing knowledge, developing skills
• invite and encourage community participation
- MEDAC funds:
• registered and unregistered not-for-profit community societies
o If registered, the society must be
in good standing with the N. S.
Registry of Joint Stocks
• registered not-for-profit business, industry or professional associations
o Professional Association must be a
registered not-for-profit society in
good standing with the N.
S. Registry of Joint Stocks
• Municipal and First Nations’ governments
- MEDAC is more apt to fund projects that:
• demonstrate long-term value to an organization, community and/or Kings
County
• attract new businesses or visitors to Kings County
• foster cooperation, partnerships and collaboration amongst pertinent
groups
• provide apprenticeships or other job-training opportunities for local
residents
• require less than the maximum allotments for Tiers I and II
Please note: Proposals with a high level of funding equity are more apt to be funded.
- MEDAC applicants must:
1) provide the organization’s Registry number (if registered or required)
o registration is provided by the
Registry of Joint Stocks, Service Nova
Scotia, on line or
at any of its offices.
2) provide written confirmation of other funding sources
o identify if project funding from
other sources is pending or confirmed
because the EDF will
not fund 100 percent of a project’s cost and will
not advance local funds
until confirmation of all other funding is
provided
- MEDAC applicants should:
1) demonstrate that federal and provincial departments with applicable
mandates are committed financially
2) provide at least 10% of the project’s total costs or fund this minimum
from
other sources
3) purchase goods and services from Kings County suppliers, whenever
possible
o NOTE: MEDAC applicants should
detail which project expenditures will
be spent on goods and
services from Nova Scotia and those to be
bought elsewhere
4) be prepared to provide interim and final reports to demonstrate the
project’s progress and success
- MEDAC Projects must not:
• compete with an existing local private sector business or commercial activity
unless it is exceptionally beneficial to the community or Province
as a whole
and can be defended as such.
• the normal responsibility of a Nova Scotia Government department, the
Government of Canada, Municipal governments or First Nation governments
- MEDAC does not fund:
• private commercial activity
• the purchase of readily movable equipment suitable for personal use such
as computers or tools
• operation and maintenance, or recurring expenses
• certain administrative expenses
o existing administrative expenses
are not eligible costs and cannot be
claimed as equity
